On April 24, 2020, Governor Whitmer issued a new "Stay Home, Stay Safe" order, Executive Order 2020-59, which takes effect tonight and remains in effect until May 15, 2020. The order rescinds the previous “Stay Home, Stay Safe” order, Executive Order 2020-42. The new order generally continues the measures set forth in Executive Order 2020-42 and amends their scope. Among other things, the new order does the following:
- Continues to limit gatherings and travel and prohibit in-person work that is not necessary to sustain or protect life and conduct minimum basic operations
- Requires continuation of social distancing measures when outside the home
- Adds a requirement, effective on April 26, 2020, at 11:59 p.m., that all individuals wear a covering over their mouths, if medically able to tolerate a face covering, when in any enclosed public space
- Requires all businesses to provide in-person workers with non—medical grade face coverings
- Allows workers to perform certain “resumed activities” including the following:
- processing or fulfilling remote orders for goods for delivery or pickup
- performing bicycle maintenance or repair
- working in garden stores, nurseries, lawn care, pest control, and landscaping operations
- working in moving or storage operations
- Continues limitations on stores to reduce foot traffic to slow down the spread of COVID-19, including the following:
- requiring stores to establish lines to regulate entry
- requiring stores to limit occupancy
- requiring stores to create at least two hours per week of dedicated shopping time for vulnerable populations
- Adds boating and golfing to the list of allowed outdoor recreational activities, which already included walking, hiking, running, and cycling
- Continues to prohibit travel to vacation rentals
- Like the previous orders, allows travel “[a]s required by law enforcement or a court order, including the transportation of children pursuant to a custody agreement.”
